The Simple Rule: Which HRMS Do You Use?
Central Government Employee? → Use e-hrms.gov.in (e-HRMS 2.0). This applies to employees in central ministries like Ministry of Finance, Ministry of Home Affairs, Railway Board, DoPT, etc.
State Government Employee? → Use your state’s specific HRMS portal. For example, Tripura government employees use hrms.tripura.gov.in.
Your employment determines your portal. A central government employee does not use a state HRMS, and vice versa.
